China Paper Industry Q1 2026: New Construction and Expansion Project Review

The first quarter of 2026 saw continued momentum across China’s paper industry, with a wave of new mill groundbreakings, production line commissioning events, capacity expansion announcements, and cross-border investment agreements spanning packaging paper, tissue, specialty paper, chemical pulp, and lyocell fiber segments. The following is a comprehensive project-by-project review of activity recorded from January through March 2026.

January 2026

Hygiene & Tissue

Jan. 5 — Zhejiang Longshun New Materials: Smart Manufacturing Base Breaks Ground

Zhejiang Longshun New Materials Technology Co., Ltd. officially broke ground on its intelligent manufacturing project at the Longyou Economic Development Zone. With a total investment of CNY 327 million, the facility will house smart production lines with an annual capacity of 20,000 tonnes of maternal and infant hygiene paper, 50 million packs of wet wipes, and 30 million packs of facial cleansing cloths.

Molded Pulp & Overseas Investment

Jan. 5 — Zhongxin Shares (603091.SH): U.S. Molded Pulp Tableware Project Announced

Zhongxin Shares (603091.SH) announced plans to establish a wholly owned investment company in the United States through its Thailand-based subsidiary, Zhongxin Thailand Environmental Technology Co., Ltd. The company intends to invest in a molded pulp tableware project in Pennsylvania with an annual capacity of 20,000 tonnes. Total investment is not expected to exceed USD 36 million, funded by Zhongxin Thailand’s own capital.

Lyocell Fiber

Jan. 8 — Sateri (Changzhou): 360,000-tonne Lyocell Fiber Phase III Signed

Sateri (Changzhou) Fiber Co., Ltd., a subsidiary of the Eagle International Group (RGE), signed an agreement in Liyang, Jiangsu for its Phase III lyocell fiber project with an annual capacity of 360,000 tonnes.

Jan. 8 — Korla Economic Zone: 450,000-tonne Lyocell Project Signed

The Korla Economic and Technological Development Zone Management Committee signed an investment agreement with Jiangsu Shanhenzhehui Cellulose Fiber Co., Ltd. for a lyocell fiber project with an annual output of 450,000 tonnes.

Packaging Paper

Jan. 8 — Fuzhou Jinfeng Packaging: EIA Third Public Notice for Capacity Upgrade Projects

Fuzhou Jinfeng Packaging New Materials Co., Ltd. released the third public notice for the environmental impact assessment (EIA) of its 100,000 tonne/year Phase III packaging paper reconstruction project and the Phase I–II technical upgrade project for its existing 220,000 tonne/year packaging paper lines.

Jan. 10 — Suzhou Taisheng: Décor Base Paper Machine PM72 Successfully Commissioned

Suzhou Taisheng Décor Base Paper’s PM72 machine was successfully started up and began producing paper.

Jan. 12 — Shijiye Yangguang (Shouguang): Fourth Décor Base Paper Line Starts Trial Production

Shijiye Yangguang (Shouguang) Specialty Paper Co., Ltd. successfully commenced trial production on its fourth décor base paper production line, adding 120,000 tonnes/year of capacity. Upon completion of this project, the company’s actual annual output of premium décor base paper will surpass 240,000 tonnes.

Paper Machine Contracts & Equipment

Jan. 12 — Huadong Machinery: Supply Contract Signed for GDT Vietnam PM Project

Jiangsu Huadong Paper Machinery (Dongtai) Co., Ltd. formally signed a supply contract with Vietnam’s GDT Group for the GDT Ninh Binh 6,600 mm / 1,100 m/min twin-wire 1,255 TPD paper machine project. Both GDT’s PM1 and PM2 production lines selected Huadong as the general contractor for the paper machine section.

Jan. 13 — Senbo Energy: Steam Energy-Saving Contracts Signed with Jiangxi Kemei

Hunan Senlan Machinery & Senbo Energy-Saving Technology Co., Ltd. signed contracts with Jiangxi Kemei for integrated steam energy-saving solutions for two packaging paper machines — the 5,600 mm/1,000 m/min and the 4,600 mm/750 m/min models — including enclosed hoods, steam heat pump energy-saving systems, and workshop ventilation systems.

Jan. 13 — Yaode Paper PM3: Installation Kickoff Ceremony Held

Yaode Paper’s PM3 machine installation project held its official groundbreaking ceremony. The PM3 has a wire width of 7,300 mm and a design speed of 1,100 m/min, producing testliner in a basis weight range of 70–140 g/m².

Jan. 16 — Guiping Qiaoyu Paper: First Line of 1.1 Million-tonne Packaging Paper Project Commissioned

Guiping Qiaoyu Paper Co., Ltd. successfully commissioned the first production line (PM6) of its 1.1 million-tonne/year packaging paper project. The machine features a wire width of 6,600 mm, a design speed of 1,250 m/min, and primarily produces T-paper (testliner). The main machine equipment was supplied by Sichuan Chengfa Paper Machinery Co., Ltd.

Bamboo Pulp Integration

Jan. 16 — Taisheng (Guizhou): Bamboo Pulp-Paper Integration Phase III EIA Solicitation Released

The Chishui Branch of the Zunyi Municipal Ecology and Environment Bureau published the EIA solicitation for the Phase III expansion of Taisheng (Guizhou) Bamboo Resources Development Co., Ltd.’s Qianbei 200,000-tonne bamboo pulp-paper integration project. The project will add 390,000 tonnes/year of bleached chemical bamboo pulp, 150,000 tonnes/year of specialty paper, and 50,000 tonnes/year of tissue paper. Existing unbleached bamboo pulp lines (155,000 tonnes/year) will be fully converted to bleached output. Upon completion, the company’s total pulping capacity will reach 750,000 tonnes/year and paper production capacity will reach 500,000 tonnes/year.

Forest-Pulp-Paper Integration

Jan. 19 — Liansheng (Zhangzhou): 5.57 Million-tonne Integrated Expansion EIA Second Notice Released

Liansheng Pulp & Paper (Zhangzhou) Co., Ltd. issued the second EIA public notice for its forest-pulp-paper integrated expansion project with an annual output of 5.57 million tonnes. The project includes 1.2 million tonnes/year of chemical pulp, 960,000 tonnes/year of chemi-mechanical pulp, 1.2 million tonnes/year of cultural paper, 510,000 tonnes/year of tissue, 1.02 million tonnes/year of specialty packaging paper, and 680,000 tonnes/year of high-end information technology paper, along with supporting alkali recovery, paper chemical production, and water treatment facilities.

Jan. 19 — Jiangxi Zhenguan: PM5 Successfully Commissioned

Jiangxi Zhenguan Environmental Biodegradable New Materials Co., Ltd. successfully commissioned its PM5 paper machine, which features a wire width of 3,420 mm and a design speed of 800 m/min.

Jan. 22 — Jiangmen Renke Oasis: Crescent Former Machine Commissioned

Jiangmen Renke Oasis Paper put its new crescent former tissue machine into production. Supplied by Baoding Weituo Paper Machinery Co., Ltd., the machine has a wire width of 2,850 mm, a design speed of 1,500 m/min, and an annual capacity of 22,000 tonnes.

Wood Fiber & Waste Paper Substitution

Jan. 23 — Nine Dragons Paper (Dongguan): Wood Fiber Substitution Project Approved

The Dongguan Municipal Ecology and Environment Bureau announced the approval of Nine Dragons Paper (Dongguan) Co., Ltd.’s wood fiber substitution project for waste paper. The project involves converting existing waste paper pulp lines into one 500,000 tonne/year (bone-dry) natural wood fiber line and one 250,000 tonne/year mechanical wood fiber line, while upgrading the existing 500,000 tonne/year mechanical wood fiber line to improve pulp quality. A new 620,000 tonne/year kraft liner production line will replace the existing PM1 and PM2 lines. The overall mill pulping and papermaking capacity will remain unchanged upon completion.

Jan. 23 — Shandong Huajin Group: Reed Pulp Line Technical Upgrade Announced

Shandong Huajin Group Co., Ltd. announced a technical upgrade of its 56,500 tonne/year pulping line, converting the existing wood chip pulp line to a reed pulp line. Once completed, the facility will produce 56,500 tonnes/year of reed pulp and 90,000 tonnes/year of fulvic acid as a co-product.

Jan. 26 — Henan Zhongya Intelligent Technology: PM2 Packaging Paper Machine Order Signed

Henan Zhongya Intelligent Technology Co., Ltd. signed a contract with Kunming Hongxing Ronghe Paper Co., Ltd. for a PM2 packaging paper machine. The machine features a wire width of 5,600 mm and a design speed of 1,100 m/min, providing a core piece of equipment for the company’s 600,000-tonne recycled paper project, which carries a total investment of CNY 1.36 billion.

Large-Scale Greenfield Investment

Jan. 27 — APP Rudong Base: 2 Million-tonne Natural Cellulose Project Officially Filed

The Nantong Municipal Data Bureau published the EIA acceptance notice for the 2 million-tonne/year natural cellulose project at the APP Rudong base of Golden Red Leaf Paper (Nantong) Co., Ltd. The project carries a total investment of approximately CNY 16.395 billion with a construction period of 36 months, primarily serving the tissue paper production and planned Phase IV expansion at the Rudong base.

Jan. 28 — Chenming Paper Zhanjiang Base: No. 2 Mill Line Resumes Full Production

Chenming Paper’s No. 2 mill production line at its Zhanjiang base successfully restarted and returned to full production. The line has a design speed of 1,200 m/min, a wire width of 5,560 mm, an annual capacity of 190,000 tonnes, and primarily produces high-quality cultural paper and specialty paper.

Bamboo Fiber & Specialty Paper (Southwest China)

Jan. 28 — Sichuan Fuhuayuantai: Bamboo Fiber and Specialty Paper Project First EIA Notice

Leshan City, Sichuan Province published the first EIA notice for Sichuan Fuhuayuantai Bamboo Fiber Co., Ltd.’s bamboo fiber and specialty paper project. The project plans to build a single bleached chemical bamboo pulp (bamboo-based fiber) production line with an annual output of 300,000 tonnes, alongside a 400,000 tonne/year specialty paper line that includes 150,000 tonnes/year of food and medical packaging paper, 150,000 tonnes/year of wiping paper, and 100,000 tonnes/year of bamboo-based fluff pulp.

Projects in Progress

January — Wuzhou Specialty Paper Jiangxi Base: 600,000-tonne Chemical Pulp Project Progressing on Schedule

The Wuzhou Specialty Paper Jiangxi base’s 600,000-tonne/year chemical pulp project continued progressing steadily in January. Civil construction reached approximately 70% completion, with equipment installation underway in parallel. Based on the current schedule, civil works are expected to be fully completed by May 2026.

January — Jindong Paper: 280,000-tonne Specialty Paper Project Racing Toward Commissioning

Jindong Paper’s 280,000-tonne/year specialty paper project, a Jiangsu Province major project of 2025 with a total investment of CNY 2.57 billion, ramped up toward commissioning in January. Constructed in phases, Phase I covers 120,000 tonnes/year of thermal paper base stock, while Phase II adds 160,000 tonnes/year of multifunctional eco-friendly base material paper.

February 2026

Packaging Paper

Feb. 3 — Fuzhou Jinfeng: EIA Approval for Packaging Paper Upgrade Projects

The Fuzhou Municipal Ecology and Environment Bureau issued its approval for Fuzhou Jinfeng Packaging New Materials Co., Ltd.’s Phase III 100,000 tonne/year packaging paper reconstruction project and the Phase I–II 220,000 tonne/year packaging paper technical upgrade project.

Feb. 4 — Zhengzhou Leizhan & Hebei Huishan Group: Strategic Cooperation for Cultural & Tissue Paper Systems

Zhengzhou Leizhan Technology Paper Machinery Co., Ltd. entered into a strategic cooperation agreement with Hebei Handan Huishan Group, formally signing a contract for a complete stock preparation system for a daily output of 150 tonnes of cultural paper and 60 tonnes of tissue paper.

Specialty Packaging Paper

Feb. 9 — Bengbu Sanxing Paper: EIA for 150,000-tonne Recycled Specialty Packaging Paper Upgrade

Bengbu Sanxing Paper Co., Ltd. filed its EIA public notice for a technical upgrade project for a 150,000 tonne/year recycled specialty packaging paper production line. The project will retire existing 3,400 mm cylinder mould / 200 m/min equipment and replace it with a new 5,200 mm multi-wire / 750 m/min paper machine and updated stock preparation equipment.

Overseas Equipment Supply

Feb. 10 — Sichuan Chengfa & Vietnam GMC Paper: 300,000 tonne/year Containerboard Machine Contract Signed

Sichuan Chengfa officially signed a cooperation agreement with Vietnam GMC Paper Co., Ltd. to supply one 300,000-tonne/year corrugated containerboard paper machine. The machine has a wire width of 6,300 mm and a design speed of 1,000 m/min, primarily producing corrugated paper and T-paper. Commissioning is planned for June 2027.

Chemical Pulp

Feb. 11 — Shandong Shenghua Biorefinery: 500,000-tonne Bleached Chemical Pulp First EIA Notice

Shandong Shenghua Biorefinery Technology Co., Ltd. issued its first EIA public notice for a 500,000 tonne/year bleached chemical pulp project. Total investment stands at CNY 3.19028 billion, with environmental protection investment accounting for approximately 10% of the total.

Feb. 13 — APP Rudong Base: 2 Million-tonne Cellulose Project EIA Approval Announced

Golden Red Leaf Paper (Nantong) Co., Ltd. received official notification that the EIA report for its 2 million-tonne/year natural cellulose project at the APP Rudong base was approved.

Specialty Paper Progress

Feb. 27 — Jindong Paper Specialty Paper Phase I: 80% Equipment Installation Complete, On Track for April 18 Launch

Equipment installation in the main workshop of Phase I of Jindong Paper’s 280,000-tonne/year specialty paper project reached 80% completion, while the auxiliary workshop entered the equipment commissioning phase. The project is on schedule for commissioning on April 18, 2026.

OCC Pulp Systems

February — Jining Hualong Machinery: OCC Pulp Line Contracts Signed

Jining Hualong Machinery signed contracts for a 1,500 T/D OCC (old corrugated container) pulp preparation line with Hunan Zhihong Paper and a 720 T/D OCC pulp line with Zhejiang Baiyun Paper.

Equipment Upgrades & Automation

Mar. 3 — Nine Dragons Paper (Dongguan): CNY 25 Million Production Quality & Automation Upgrade Registered

Nine Dragons Paper (Dongguan) Co., Ltd. officially completed the filing for its ‘Paper Production Quality and Automation Upgrade Equipment Renewal Project,’ with a planned total investment of CNY 25 million. The initiative targets equipment renewal and technical transformation across existing production lines to further enhance production efficiency and product quality, encompassing equipment updates and control system upgrades.

Mar. 3 — Nine Dragons Paper (Leshan): 60,000 tonne/year Specialty Paper Upgrade Project Taking Shape

At the Nine Dragons Paper (Leshan) facility in Qianwei County, Leshan City, the main workshop and finished goods warehouse for the 60,000 tonne/year specialty paper technical upgrade project were topped out, with paper machine equipment and gas-fired boilers entering the installation phase. A key technical upgrade project for Nine Dragons’ Southwest China strategy, the initiative carries a total investment of CNY 500 million. Leveraging existing water intake and wastewater treatment infrastructure, the project adds a material feeding workshop, physical pulping workshop, papermaking workshop, and finished goods warehouse, equipped with a fourdrinier multi-cylinder paper machine with a wire width of 4,860 mm.

Cultural Paper & Capacity Modernisation

Mar. 5 — Shaanxi Famen Temple Paper: 100,000-tonne Cultural Paper EIA Notice Released

The Shaanxi Provincial Department of Ecology and Environment published the EIA report for Shaanxi Famen Temple Paper’s intelligent upgrade project for a 100,000 tonne/year cultural paper pulping and paper machine line. The project will be built at the existing No. 3 plant site, demolishing all current papermaking facilities (comprising two 13,000 tonne/year cultural paper lines and one 50,000 tonne/year tissue paper line). In their place, a 100,000 tonne/year pulping line and two 3,600-type/800m fourdrinier multi-cylinder paper machine lines (combined annual capacity of 145,600 tonnes) will be constructed, supported by intelligent control and electrical automation systems.

Mar. 6 — Chenming Zhanjiang No. 1 Mill: World’s Largest Single-Machine Cultural Paper Line Restarts

Chenming’s No. 1 mill cultural paper production line at its Zhanjiang base officially restarted operations, marking a new milestone in the resumption of production. With a design speed of 1,800 m/min, a web width of 11.15 m, and an annual capacity of 500,000 tonnes, the line is currently the world’s single-machine cultural paper production line with the largest output capacity.

High-End Packaging Paperboard

Mar. 6 — Anhui Linping: OptiConcept M Paperboard Line PM8 Successfully Commissioned

Anhui Linping Circular Development Co., Ltd. successfully commissioned its OptiConcept M modular paperboard production line (PM8). The PM8 line’s main paper machine equipment was supplied by Valmet of Finland, with a wire width of 8,600 mm and a design speed of 1,200 m/min. The stock preparation and approach flow systems were provided by Kadant of the United States. The entire production line is expected to achieve a maximum daily output of 1,800 tonnes, with an annual capacity of 600,000 tonnes of high-end packaging paper.

Specialty Paper & Bamboo-Based Materials

Mar. 9 — Zhejiang Hefeng: 300,000-tonne Paper Base Material CTMP Expansion EIA Approved

The Quzhou Municipal Ecology and Environment Bureau issued its EIA approval for Zhejiang Hefeng New Materials Co., Ltd.’s reconstruction and expansion project for a chemi-thermomechanical pulp (CTMP) line to support 300,000 tonnes/year of high-end paper base materials. Upon completion, the project will produce 100,000 tonnes/year of moso bamboo CTMP.

Lyocell Fiber — Major Milestone

Mar. 15 — Eagle International Group: First 60,000 tonne/year Lyocell Line Commissioned in Shandong

Singapore-based Eagle International Group’s first production line of its 600,000 tonne/year lyocell fiber project was completed in Yutai County, Jining City, Shandong Province. The line has a design capacity of 150,000 tonnes/year and achieved an actual production rate exceeding 180,000 tonnes/year. The total project investment stands at CNY 11 billion, with four production lines planned at over 150,000 tonnes/year each. The project is classified as a Shandong Province major project and has been included in MOFCOM’s national key foreign investment and landmark foreign investment project lists.

Capacity Expansion & Technical Upgrades

Mar. 17 — Lee & Man Paper (Guangdong): CNY 720 Million PM7 Upgrade Project Filed

Lee & Man Paper (Guangdong) Co., Ltd. officially completed the filing for its PM7 production line technical upgrade project, with a total investment of CNY 720 million. The in-situ upgrade at the existing plant will focus on equipment renewal and process optimisation to continuously improve production efficiency and environmental performance.

Mar. 17 — Senlin Paper: PM8 Premium T-Paper Line Successfully Commissioned

Senlin’s PM8 premium T-paper production line was successfully started up and began producing paper. The twin-wire multi-cylinder paper machine features a wire width of 6,600 mm and a design speed of 1,100 m/min, with a designed annual capacity of approximately 300,000 tonnes.

Mar. 18 — Xinxiang Hongxiang Paper: PM8 Containerboard Line Commissioned

Xinxiang County Hongxiang Paper Co., Ltd. successfully commissioned its PM8 production line. The line has a reel width of 5,960 mm and a design speed of 1,000 m/min, producing recycled testliner in a basis weight range of 100–170 g/m², with a designed annual capacity of 300,000 tonnes.

International Projects & Overseas Deliveries

Mar. 19 — Sichuan Gaoda Technology: DCS/QCS Systems Delivered for Egypt Delta Paper PM2

Control systems supplied by Sichuan Gaoda Technology Co., Ltd. for Egypt Delta Paper Company’s PM2 corrugated paper production line — including DCS, MCC, QCS, paper machine drive systems, steam condensate, and starch cooking controls — successfully completed trial production of corrugated paper.

Mar. 20 — Baoding Changda Machinery: Two Tissue Machines Commissioned for Hebei Jinqiao Datong

Two tissue paper machines supplied by Baoding Changda Paper Machinery Co., Ltd. to Hebei Jinqiao Datong New Materials Co., Ltd. were put into operation. Both machines share the same model specifications: a wire width of 2,850 mm, a design speed of 1,400 m/min, and a unit capacity exceeding 20,000 tonnes/year.

Mar. 23 — Nine Dragons Paper (Tianjin): 900,000-tonne Kraft Liner/Recycled Paper EIA Notice

Nine Dragons Paper (Tianjin) Co., Ltd. published the EIA solicitation notice for its 900,000 tonne/year premium kraft liner / recycled paper manufacturing project. The project plans to build one 580,000 tonne/year lightweight premium kraft liner / recycled paper line and one 320,000 tonne/year lightweight premium kraft liner / recycled paper line within the existing plant, along with four new workshop buildings and supporting wastewater treatment systems.

Mar. 25 — Nanning Taiyang Paper (Guangxi): 500,000-tonne Unbleached Chemical Wood Pulp + 600,000-tonne Specialty Paper Upgrade

The Hengzhou City People’s Government website published the EIA solicitation for the Nanning Taiyang Paper forest-pulp-paper integrated quality and efficiency technical upgrade project. The plan involves expanding a 500,000 tonne/year unbleached chemical wood pulp production line and a 600,000 tonne/year specialty paper line, together with a supporting alkali recovery system.

Mar. 25 — Senbo Energy: Contract Signed with Shantou Ping’an Shun for Corrugated Paper Machine Energy System

Hunan Senbo Energy-Saving Technology Co., Ltd. signed a cooperation agreement with Shantou Ping’an Shun Paper Co., Ltd. to supply a steam heat pump energy-saving system for the company’s 4,600 mm/1,000 m/min lightweight high-strength corrugated paper machine.

Mar. 26 — Jingxing Paper Malaysia Phase II: Paper Machine Installation Ceremony Held

Jingxing Paper’s Malaysia Phase II project held its paper machine installation inauguration ceremony.

Specialty Paper: Insulation & Electronic-Grade

Mar. 26 — Zhejiang Zhefeng New Materials: 20,000-tonne Insulation & Capacitor Paper EIA Filing

Zhejiang Zhefeng New Materials Co., Ltd. filed an EIA for a 20,000 tonne/year specialty paper project covering insulation paper, capacitor paper, and related grades. The company plans to invest CNY 1.03776 billion, leasing 58.02 mu of land from Zhejiang Hefeng New Materials Co., Ltd. to build production capacity for electrolytic capacitor paper, electrical insulation paper, tea bag filter paper, and cotton paper.

Pulp-Paper Integration: Hubei

Mar. 30 — Wuzhou Specialty Paper (Hubei): 800,000-tonne Pulp-Paper Integration EIA Pre-Approval Notice

The pre-approval EIA notice was published for Wuzhou Specialty Paper (Hubei) Co., Ltd.’s 800,000-tonne pulp-paper integration project, with a planned investment of CNY 3.12331 billion. The project covers one 500,000 tonne/year unbleached chemical pulp line to replace waste paper raw materials in packaging lines and upgrade packaging paper product quality; a 200,000 tonne/year tissue paper line (10 lines × 20,000 tonnes/year); and a 100,000 tonne/year specialty paper line (2 lines × 50,000 tonnes/year). Supporting facilities include a 2,300 tDS recovery boiler, a 400 t/d lime kiln, a 45 MW extraction-condensing turbine unit, and associated utilities and environmental works.

Straw-Based Pulp

Mar. 30 — Qian’an Hengmao New Materials: 150,000-tonne Agricultural/Forestry Straw Pulp Project EIA Notice

The Hebei Ecology Information Network published the EIA notice for Qian’an Hengmao New Materials Co., Ltd.’s 150,000 tonne/year comprehensive utilization project for agricultural and forestry straw pulp. The project makes full use of existing workshops and ancillary facilities, with the purchase and installation of washing, impregnation, refining, and secondary refining systems. Upon completion, the facility will produce 150,000 tonnes/year of APMP-bleached chemi-mechanical pulp.

Production Line Commissioning

Mar. 31 — Wuzhou Specialty Paper Jiangxi Base: PM19 Cultural Paper Line Commissioned

The PM19 production line at the Wuzhou Specialty Paper Jiangxi base was officially commissioned. The cultural paper line has a designed annual capacity of approximately 50,000 tonnes, primarily producing cultural paper (mainly woodfree double-sided paper for educational supplementary materials, journals, books, and office use).

March — Senbo Energy: Vietnam KORO Paper Steam Condensate Heat Pump Project Signed

Hunan Senbo Energy-Saving Technology Co., Ltd. successfully signed the Vietnam KORO Paper steam condensate heat pump system project in cooperation with Qinyang Ping’an Machinery.
